Expands employment and training program priority from National Guard members only to include all members of the armed forces of the United States, reserves, and National Guard, plus their spouses.

Defines "armed forces of the United States" to include the Air Force, Army, Coast Guard, Marine Corps, and Navy.

Defines "active duty" as full-time service in the National Guard or reserves for more than 30 consecutive days in a calendar year, or active duty in the armed forces of the United States.

Requires eligible members or spouses to submit documentation of active service dates and meet program eligibility requirements to receive priority placement in any federal or state employment or training program administered by the Department of Workforce Development.

Sets priority expiration at one year after discharge or release from active duty for service members and the date of discharge or release for spouses.
