Establishes the Indiana Lifelong Learning Incentive for Excellence (LIFE) scholarship program administered by the commission for higher education to provide scholarships to Indiana residents for postsecondary education.

Creates the LIFE scholarship fund consisting of appropriations from other sources and grants, gifts, and donations; fund expenses are paid from the fund balance and money does not revert to the state general fund at fiscal year end.

Scholarship amounts vary by institution type: full tuition and mandatory fees at state institutions; average tuition and fees of four highest-cost state institutions for nonprofit private colleges; and Ivy Tech Community College tuition and fees for for-profit proprietary institutions.

Eligible students must be U.S. citizens or permanent residents, Indiana legal residents, not in default on federal or state educational loans, not owe refunds on federal or state aid, not convicted of drug felonies, and not incarcerated; also must comply with Selective Service requirements if applicable.

Freshman eligibility requires graduation from an eligible high school, GED diploma, or 3.0 cumulative grade point average after completing no more than 45 quarter or 30 semester hours; sophomore eligibility requires 3.0 GPA and satisfactory academic progress; students may receive scholarships until completing 91 quarter or 61 semester hours.
