Amends the definition of "meeting" under Indiana's open door law (IC 5-14-1.5) to include gatherings conducted by electronic means, including electronic mail.

Specifies that electronic mail communications between governing body members qualify as "gatherings" for purposes of prohibiting a majority of the governing body from holding a series of gatherings to take official action on public business.

Modifies provisions regarding series of gatherings by removing "excluding electronic mail" language, effectively bringing electronic mail communications within the scope of prohibited serial gathering violations.

Applies to all public agencies, including boards, commissions, departments, counties, townships, school corporations, cities, and towns.

Effective date: July 1, 2014.
