Amends Indiana Code IC 16-38-4 to add "visual impairment" to the definition of birth problems reportable to the birth problems registry.

Creates a new section IC 16-38-4-6.5 that defines "visual impairment" to include 33 specific conditions such as achromatopsia, albinism, amblyopia, aniridia, cataracts, glaucoma, retinoblastoma, and strabismus.

Visual impairment conditions must be recognized in a child after birth and before the child becomes three (3) years of age to qualify as a birth problem.

Effective date is July 1, 2014.
