HEA 1183 Summary

• Establishes a state goal to recycle at least 50% of Indiana's municipal waste.

• Creates a new Chapter 25 under IC 13-20-25 establishing reporting requirements for recyclers, with recyclers able to choose annual (due by August 1) or quarterly (due within 30 days of quarter end) reporting.

• Requires the commissioner to post a uniform recycling activity report form by July 1, 2015, tracking recyclable materials by type (glass, metal, paper, plastic, single stream, etc.) including quantities in storage and transported destinations.

• Directs a legislative study committee to analyze policy options for increasing municipal solid waste recycling and evaluate the roles of solid waste management districts, the recycling market development board, and the state solid waste management fund by November 1, 2014.

• Amends existing environmental law definitions to clarify "municipal waste," "person," and "recycler" for purposes of IC 13-20-25 and related recycling provisions, effective July 1, 2014 (or upon passage for certain sections).
