Adds new Chapter 7 to IC 20-19-7 establishing restrictions on transfer of student information by state agencies, the state board, or entities created by statute or executive order.

Prohibits agencies from releasing, selling, or transferring student information to the federal government or other entities unless all identifying information is redacted or the general assembly has enacted legislation expressly authorizing the transfer.

Exempts transfers of individual student education records by schools or school corporations to other schools, postsecondary institutions, or employers when made with written permission from the student's parent or the student if 18 years old or emancipated.

Defines "student information" as any data identifying an individual student or student's family by name, identification number, or any manner by which identity may be ascertained.

Establishes that violations of the transfer restrictions constitute a Class A misdemeanor, punishable by up to one year imprisonment and a $1,000 fine, effective July 1, 2014.
