Requires soil productivity factors from the March 1, 2011 assessment to be used for the March 1, 2014 assessment date for agricultural land.

Specifies that new soil productivity factors must be used for all assessment dates occurring after March 1, 2014.

Prohibits the department of local government finance from relying solely on United States Department of Agriculture soil data when determining soil productivity factors for assessment dates after March 1, 2014.

Amends Indiana Code 6-1.1-4-13 and becomes effective July 1, 2014.
