HEA 1213 Summary

• Creates a subcommittee appointed by the Indiana career council to review Core 40 diploma requirements and recommend changes to course requirements, diploma types, and career and technical education offerings by October 1, 2015.

• Requires the state board to take action on subcommittee recommendations by December 1, 2015, after consulting with the career council and commission for higher education.

• Establishes minimum composition of the subcommittee as at least 14 members, including representatives from high school career and technical education programs, community colleges, universities, the industrial community, and state education agencies.

• Requires new career and technical education diplomas to include a minimum of 40 academic credits, allow completed courses to count toward other approved high school diplomas, and meet college and career readiness standards.

• Requires high schools to provide at least two course offerings each of dual credit and advanced placement courses, effective July 1, 2014.

• Changes dual credit grading requirements for high school courses taken after June 30, 2014, requiring a minimum 2.0 GPA on a 4.0 scale for postsecondary credit eligibility.
