Modifies the definition of "criminal gang" to require at least three members that collectively engage in a pattern of criminal gang activity and maintain a covert or overt organization with a command structure.

Specifies that criminal gang activity and criminal gang intimidation can only be committed by members of a criminal gang.

Removes criminal gang activity (IC 35-45-9-3) and criminal gang intimidation (IC 35-45-9-4) from the list of crimes over which juvenile courts lack jurisdiction, allowing juveniles to be prosecuted in juvenile court for these offenses.

Removes certain drug offenses from the juvenile court jurisdiction exclusions, allowing prosecution of juveniles for manufacturing or dealing in cocaine, narcotic drugs, methamphetamine, and controlled substances under specific conditions.

Takes effect July 1, 2014.
