• Decouples distributions for training and counseling assistance provided by Hometown Plans and Vincennes University from the special employment and training services fund (SETSF) from distributions under an expired statute, effective July 1, 2014.

• Annually appropriates money from the state general fund to supplement SETSF distributions if the fund balance is insufficient to pay $400,000 to Hometown Plans and $300,000 to Vincennes University for training and counseling assistance to unemployed individuals earning less than $20,000 annually.

• Appropriates additional state general fund money equal to the difference between the specified 2014 distribution amounts and any amounts actually distributed in 2013, with this one-time appropriation expiring July 1, 2015.

• Requires the budget agency to approve and allot requested amounts by July 15 if the commissioner determines SETSF is insufficient, with funds to be released by August 1.
