HEA 1237 Summary

• Effective January 1, 2015, expands the definition of "person with a physical disability" to include those issued a modified Purple Heart plate under IC 9-18-19-1(b), in addition to those with disability placards or registration plates.

• Increases penalties and enforcement for illegal parking in disabled spaces, including Class C infractions for parking without proper credentials and Class C misdemeanors for displaying fraudulent disabled parking placards or plates.

• Establishes new motor vehicle registration and licensing fees across multiple vehicle categories (passenger vehicles, motorcycles, trucks, trailers, buses, special machinery) with distributions to the motor vehicle highway account, crossroads 2000 fund, commission fund, and other designated state accounts.

• Voids 51 administrative rules (140 IAC 8-3 and 8-4 series) related to previous service charges and fee increases for motor vehicle transactions effective January 1, 2015.

• Declares an emergency for the act and applies provisions to all transactions under Indiana Code 9 occurring after December 31, 2014.
