Defines "metropolitan campus" as a regional campus designated by the commission for higher education that is affiliated with both Indiana University and Purdue University and located in a city with a population between 200,000 and 500,000.

Requires the commission for higher education to create the "metropolitan campus" designation for qualifying regional campuses.

Establishes that a metropolitan campus may not be required to receive approval from either Indiana University or Purdue University before submitting proposals for advanced degrees to the commission for higher education.

Authorizes metropolitan campuses to award doctoral degrees.

Effective date: July 1, 2014.
