Amends IC 10-13-3-40 to remove restrictions on how the Indiana State Police Department may use certain appropriations from handgun license fee revenues.

Allows the department to use appropriated funds for either or both of the following purposes: operating and maintaining the central repository for criminal history data, or establishing and operating an electronic log to record sales of drugs containing ephedrine or pseudoephedrine.

Appropriates excess handgun license fees to the State Police Department when deposits in the state general fund from handgun license fees exceed $1,100,000 in a state fiscal year.

All appropriations under this section remain subject to allotment by the budget agency.

Effective date: July 1, 2014.
