Replaces the Commission for a Drug Free Indiana's membership with members appointed by the chairman of the board of trustees of the Criminal Justice Institute.

Eliminates the requirement for the commission to establish an interagency council on drugs and instead requires the commission to coordinate alcohol and drug program responsibilities across state agencies.

Requires each local coordinating council to assess county needs for alcohol and drug abuse plans and identify goals and priorities through consultation with local stakeholders.

Mandates county auditors to annually appropriate all money in county drug free community funds to local coordinating councils.

Prohibits use of county drug free community funds for purchasing real estate or constructing, maintaining, or furnishing structures, and allows the commission to freeze funds if the local coordinating council fails to comply with commission policies or misappropriates funds.
