School buses and special purpose buses first placed into operation after June 30, 2015, that transport elementary or high school students must be equipped with 3-point lap and shoulder safety belts at each seating location; all such buses must comply by June 30, 2019.

Each occupant of an equipped school bus or special purpose bus must have the safety belt properly fastened at all times when the bus is in motion.

The state school bus committee must adopt rules for the design, installation, and use of 3-point lap and shoulder safety belt systems in school buses and special purpose buses.

A safety belt revolving loan fund is established with $10,000,000 appropriated from the state general fund to provide interest-free loans to school corporations to pay expenses for safety belt installation and compliance.

School corporations or nonpublic schools that violate safety belt requirements commit a Class C infraction; violations include failing to equip buses or authorizing/permitting occupants to travel without fastened belts.
