Defines "abandoned real property" as property that has failed to sell in three consecutive tax sales by the county treasurer and three consecutive sales by the county executive, with no person having a recorded property interest filing a defense claiming the property is not abandoned.

Allows a county executive to certify property as abandoned and sell it to the public, with purchasers immediately acquiring a tax deed without a redemption period.

Prohibits redemption of abandoned real property sold under the county executive's alternate sales process after June 30, 2014.

Requires county executives to publish notice of abandoned property sales at least 30 days in advance and specify that abandoned property may not be redeemed and purchasers may immediately acquire a tax deed.

Effective July 1, 2014.
