Prevents liens from attaching to tenant-occupied property if the property owner or tenant notifies the assessing entity that the tenant is responsible for fees and requests the account be in the tenant's name.

Prevents liens from attaching if the assessing entity's billing records already indicate the property is tenant-occupied and the tenant is responsible for fees.

Requires assessing entities to release any recorded liens and delinquent fees owed by tenants upon receipt of a verified written demand from the property owner.

Modifies notice requirements to property owners by specifying the address where notice must be sent and clarifying the assessing entity's obligation to provide notice.

Applies to municipal sewage works, storm water works, and municipal utility fees; effective July 1, 2014.
