Designates the Program for the Assessment of Veterinary Education Equivalence (PAVE) certificate as an approved educational qualification for obtaining and renewing a veterinarian license in Indiana, effective July 1, 2014.

Adds PAVE certificate holders to the definition of "veterinarian" alongside graduates of accredited veterinary colleges, ECFVG certificate holders, and veterinarians licensed before August 31, 1979.

Allows foreign veterinary graduates pursuing PAVE certification to practice under direct supervision of a licensed veterinarian or Purdue University's School of Veterinary Medicine faculty while completing the certification process.

Requires the Indiana Board of Veterinary Medical Examiners to amend administrative rules 888 IAC 1.1-6-1 and 888 IAC 1.1-7-1 by September 1, 2014, to recognize PAVE certificate holders as qualified applicants for licensure.

Permits license issuance without examination to applicants with PAVE certificates who meet other state requirements, including five years of prior veterinary practice in another U.S. jurisdiction.
