• Requires the legislative council to establish and administer a drug testing program for all Indiana general assembly members serving or elected after June 30, 2014.

• Members may voluntarily consent to random drug testing via a signed consent form; 50% of consenting members will be randomly tested during each regular legislative session.

• Members who refuse to consent to random testing lose privileges including partisan staff, franked mail, reserved parking, office space, and electronic devices.

• The Speaker of the House and President Pro Tempore of the Senate may require drug testing of members with reasonable suspicion of illegal controlled substance use, including those convicted of crimes or charged with drug offenses.

• Members must submit to tests within 12 hours of notification, pay test costs, and face penalties including loss of all legislative privileges if they refuse, fail, or test positive; public lists of all testing results and participation status must be made available.
