Establishes a procedure allowing companies to provide funding to plaintiffs in civil actions in exchange for a contingent right to receive a portion of settlement or judgment proceeds, defined as "civil justice funding."

Requires civil justice funding companies to register with the Indiana Secretary of State, with an initial $500 registration fee and $200 renewal fee every two years.

Mandates specific contract requirements including a five business day rescission period, attorney verification statement, 12-point bold font disclosures, and predetermined time-based charge schedules rather than percentage-based charges.

Prohibits funding companies from paying referral fees to attorneys or medical providers, interfering with case settlement decisions, funding consumers with prior undisclosed assignments, or paying court costs and attorney fees.

Exempts compliant civil justice funding transactions from all other Indiana loan regulations and establishes that attorney's liens and Medicare/statutory liens take priority over funding company liens.
