House Bill 1309 Summary

• Establishes the Indiana Affordable Care Study Committee to study and make recommendations regarding state-based health exchanges, federal exchange operations, essential health benefits definition, and consumer choice of health care providers.

• Authorizes the Department of Revenue to set off earned income tax credits and state tax refunds of certain Medicaid recipients beginning January 1, 2015, to collect unpaid out-of-pocket health care expenses, with priority given to child support obligations.

• Requires Medicaid provider reimbursement at no less than federal Medicare rates or 130% of Medicaid rates for services provided to non-elderly, non-blind, non-disabled Medicaid recipients beginning January 1, 2015.

• Adds chiropractic services, optometric services, and Medicaid rehabilitation option services to the Indiana check-up plan coverage.

• Requires the Office of Medicaid Policy and Planning to negotiate with the U.S. Department of Health and Human Services for a Medicaid waiver or state plan amendment to expand Medicaid coverage, with mandatory reporting to the Health Finance Commission and budget committee if negotiations fail by September 1, 2014.
