• Repeals P.L.149-2013, Section 3, which prohibited builders and remodelers from being required to obtain licenses, permits, or certifications from political subdivisions as a condition to construct or remodel residential dwellings.

• Restores local government authority to adopt ordinances and regulations concerning landlord-tenant matters and residential construction that were previously prohibited after February 28, 2013.

• Takes effect upon passage and declares an emergency for the act.
