Allows nonresident individuals who are transitioning from active duty or have been separated from active duty for less than one year to pay resident tuition rates at Indiana state educational institutions.

Requires state educational institutions to adopt policies awarding educational credit for military courses that meet American Council on Education standards and the institution's role, scope, and mission.

Requires state educational institutions to award credit for college equivalency examinations (CLEP, Department of Defense DANTES, or Excelsior College Examination) completed during active duty military service that meet the institution's role, scope, and mission.

Requires state educational institutions to award credit for postsecondary courses completed during active duty at regionally accredited institutions that meet the institution's role, scope, and mission.

Mandates that awarded military educational credit apply to degree requirements if comparable and applicable to the institution's degree requirements, as reasonably determined by the institution.
