HEA 1319 Summary

• Adds school counselors to the definition of "teacher" under IC 20-28 for compensation and evaluation purposes, effective July 1, 2014.

• Requires school corporations and charter schools to identify military-connected students beginning in the 2015-2016 school year and provide a list to the department, which assigns unique identifiers for data disaggregation.

• Changes the deadline for publishing annual school performance reports from January to March 15-31 of each year.

• Modifies teacher contract restrictions to prohibit contracts signed less than 14 days before teachers must report for work if the teacher is bound by a previous contract, unless proper release or notice is provided.

• Requires the department to disaggregate ISTEP test results to show the percentage of high ability students achieving the highest performance level in each school and grade, except where results would reveal individually identifiable student information.
