Removes restrictions that prohibit certain education workers from receiving unemployment insurance benefits during vacation periods and between academic years or terms.

Exempts workers in instructional, research, or principal administrative positions from the removal of restrictions—these positions retain existing benefit limitations.

Applies to non-instructional workers for educational institutions, educational service agencies, and government/nonprofit/private employers providing services to educational institutions.

Becomes effective upon passage, with an emergency clause declared for the act.
