Expands the alcohol and tobacco commission's authority to consider denying applications to renew or transfer ownership of package liquor store permits based on residential district concerns, applying the same standards previously limited to new permit applications.

Allows the commission to deny ownership transfer or renewal applications if the business is located in a residential district and will unreasonably interfere with the peace, comfort, or enjoyment of residents' lives and property.

Permits the commission to consider denying applications upon receipt of a written remonstrance bearing signatures of at least 51% of registered voters in the residential district.

Requires the commission to investigate the continued desirability of package liquor store permits at their locations during renewal and ownership transfer proceedings, considering factors including community need, neighborhood desire for the service, and impact on other businesses and the community.

Effective date: July 1, 2014.
