HB 1329 Summary

• Establishes standards of conduct for Indiana legislative lobbyists, including requirements to act with honesty and integrity, comply with all laws and rules, maintain professional conduct, and diligently advance client interests.

• Authorizes the Indiana lobby registration commission to adopt rules implementing and enforcing the standards of conduct.

• Allows legislative persons to file complaints with the commission alleging lobbyist violations of standards, with hearings conducted confidentially except when imposing sanctions other than private reprimands.

• Empowers the commission to impose sanctions for violations including private reprimand, public reprimand, registration suspension (up to 120 days), or registration revocation (up to 365 days), with revocation requiring unanimous vote of all four commission members.

• Transfers enforcement authority for the new standards of conduct to the commission only, though the attorney general may assist at the commission's request; effective July 1, 2014.
