Establishes a new chapter (IC 22-2-17) creating a framework for contractor cooperatives to refer qualified members to participating firms that agree to pay minimum compensation.

Requires contractor cooperatives to register with the Indiana Department of Labor and file annual reports, and prohibits them from operating as for-profit entities.

Sets minimum compensation at 150% of the current minimum wage, determined by cooperative members, with dues calculated as a set monthly amount plus a percentage of member earnings.

Permits cooperatives to provide optional services including healthcare navigator assistance, retirement plan facilitation, job training, financial planning help, and child care assistance.

Specifies that referred members work as independent contractors (not employees), members may work for other firms, and cooperatives cannot refer members to positions covered by collective bargaining agreements.
