Amends Indiana Code IC 8-23-2-6 to make appraisal and relocation documents prepared by the Indiana Department of Transportation's land acquisition division public records after negotiations terminate or property is acquired.

Requires documents to become public on July 1, 2014, or when negotiations for a parcel end (if not acquired) or when the parcel is acquired, whichever is later.

Permits the department to keep trade secrets, financial information, and proprietary information confidential under IC 5-14-3-4, including gross monthly income and average annual net earnings used to determine relocation assistance.

Requires the department to notify the public access counselor for an advisory opinion if it determines portions of otherwise disclosable documents should remain confidential; the counselor's determination to disclose makes those documents part of the public record.

Takes effect July 1, 2014.
