County executives may adopt an ordinance during any odd-numbered year to divide the county into seven (7) single-member districts for county fiscal body elections.

Districts established under this provision take effect for the second general election after the districts are drawn, allowing a delayed implementation period.

Members whose terms expire in the year immediately after districts are drawn must serve shortened two (2) year terms to align with the new district election schedule.

Single-member districts must be compact, respect precinct boundaries, contain equal population, and include whole townships except when clearly necessary for redistricting purposes.

The bill excludes counties with populations between 400,000-700,000 or between 250,000-270,000 from these provisions, which have separate redistricting requirements.
