Adds school counselors to the definition of "teacher" for purposes of IC 20-28, alongside superintendents, principals, and librarians.

Creates new Chapter 19 (Educational and Career Services) defining career services, educational services, and student assistance services that school corporations must provide at elementary and secondary levels.

Requires secondary school educational and career services to be coordinated by a certified school counselor, and student assistance services to be coordinated by a certified school counselor, certified school psychologist, or certified school social worker with a master's degree.

Creates new Chapter 13 (Student Services Personnel) requiring that personnel hired after June 30, 2014 hold appropriate credentials accurately reflecting their job title, duties, and responsibilities as determined by the state department.

Effective date: July 1, 2014.
