Teacher evaluation results identifiable by name or ID number are made confidential and exempt from public disclosure requirements, effective upon passage.

Department of Education must establish by July 1, 2015 continuous improvement standards for teacher preparation programs, with the State Board adopting rules within 270 days; a matrix rating system must be established by July 30, 2016 that rates but does not rank or compare programs.

Teacher preparation programs failing to meet minimum ratings beginning July 1, 2017 face consequences: state institutions go on improvement plans, proprietary institutions receive recommended improvement plans, and nonprofit colleges undergo peer review through Independent Colleges of Indiana.

Charter schools and school corporations must report annually by November 15 (changed from August 1) disaggregated staff evaluation results, teacher preparation program names for each teacher, and annual teacher retention rates to the department.

New prekindergarten through grade 3 teaching license pathway created requiring 24 credit hours including 6 hours of scientifically based reading instruction, with bachelor's degree requirements of either 3.0 GPA, 2.5 GPA plus 5 years experience, or passing the state content area exam.
