Requires the Indiana Department of Environmental Management and Environmental Rules Board to allow use of industrial waste products in land application operations and as soil amendment ingredients if products are non-hazardous and provide beneficial use.

Mandates the department treat industrial waste products on the same basis as other materials under land application and marketing/distribution permit rules.

Prohibits the department from discriminating against industrial waste products based on lack of biological carbon, imposing requirements beyond applicable administrative rules, or requiring finished materials meet particular economic value standards.

Restricts the department from applying its risk integrated system of closures nonrule policy document or other standards to pollutants with limits in administrative rules; requires consideration of benefits versus risks for pollutants without established limits.

Effective July 1, 2014; requires permit applications to include characterization of individual industrial waste products at point of generation before mixing waste streams.
