Allows property owners to make written commitments regarding land use as part of rezoning proposals, which are binding unless modified or terminated according to the bill's provisions.

Permits the legislative body to modify or terminate commitments made as part of a rezoning proposal under the 600 or 1500 series of Indiana Code, in addition to the plan commission or board of zoning appeals.

Establishes that decisions by a legislative body to adopt, modify, or terminate rezoning-related commitments are subject to judicial review under the 1600 series of Indiana Code.

Specifies that commitments must be in writing and recorded in the county recorder's office to bind subsequent property owners, unless they have actual notice of an unrecorded commitment.

Effective July 1, 2014, amending IC 36-7-4 regarding local government land use commitments.
