Establishes the state seal of biliteracy to recognize public school graduates who demonstrate high proficiency in English and at least one other language.

Defines "foreign language" to include modern languages, Latin, American Sign Language, Native American languages, and native languages.

State board of education must establish criteria for earning the seal, including required credits and language proficiency assessments, and direct the department of education to prepare mechanisms for designating the seal on diplomas and transcripts.

Participating school corporations and charter schools must maintain records of students who earned seals and make appropriate designations on diplomas and transcripts; participation is voluntary.

Students cannot be charged a fee to receive the seal, except students may be required to pay fees to demonstrate language proficiency through standardized tests.
