Proposes amendment to Article 4, Section 5 of Indiana Constitution to authorize the General Assembly to establish a commission for drawing congressional and legislative districts.

Maintains existing requirement that the General Assembly elected in the year of a federal decennial census shall apportion Senators and Representatives according to population data, except as provided in the new subsection.

Allows General Assembly to create a commission to draw congressional and legislative districts based on population and other criteria established by law.

Requires that if a commission is established, the General Assembly shall still fix the number of Senators and Representatives, and requires all district territory to be contiguous.

Requires approval by two consecutive general assemblies and ratification by a majority of Indiana voters to become effective.
