Proposes constitutional amendment to Article 7 of the Indiana Constitution establishing procedures for selecting substitute justices when an Indiana Supreme Court justice is unavailable due to recusal or vacancy.

Requires a Court of Appeals judge to be selected by random method to serve as substitute justice and grants the substitute justice identical powers, duties, and rights as the original justice.

Mandates the Indiana Supreme Court adopt rules prescribing the random selection method and excluding judges from the selection pool who have conflicts of interest, including those who previously participated in the case, self-identified conflicts, or have applied for a Supreme Court vacancy.

Provides procedure for selecting replacement substitute justices if the initially selected judge becomes unavailable through recusal or vacancy.

Requires approval by two consecutive general assemblies and ratification by a majority of Indiana voters to become effective.
