Neese served on the Utilities and Energy Committee, Environmental Affairs Committee, Statutory Committee on Interstate and International Cooperation, and as Chairman of the Local Government Committee

Prior public service includes senior assistant to former Indiana Secretary of State Ed Simcox and four terms on the Elkhart City Council; currently serves as Director of the Solid Waste Management District of Elkhart County
