Requires the Indiana Secretary of State to establish a mandatory training program for dealers, transfer dealers, and wholesale dealers of motor vehicles in conjunction with trade associations, effective July 1, 2014.

Training must be provided at multiple locations throughout Indiana at various intervals during the year, and more than one individual affiliated with each applicant must participate in the training.

Initial licenses may be issued even if an affiliated individual has not yet completed the training program.

Training curriculum must include instruction on duties pertinent to dealer licenses and appropriate recordkeeping practices related to those duties.

Authorizes the Secretary of State to develop optional dealer and vehicle purchaser education initiatives focused on fraud prevention and detection in vehicle sales, funded through grants and donations rather than mandatory registrant contributions.
