Establishes a small business assistance team consisting of representatives from the lieutenant governor's office, secretary of state, departments of workforce development, labor, state revenue, local government finance, environmental management, and transportation, plus the small business ombudsman and a Purdue University technology assistance program member.

Directs the team to coordinate state efforts for small business establishment and growth, serve as a single point of contact for small businesses, assist with capital access, identify tax incentives and grants, streamline permitting processes, and establish an internet website for business resources.

Requires state agencies and entities to designate an employee upon request to assist the team and act as liaison between the team and their agency or entity.

Prohibits the team from refusing assistance or information based on an individual's or entity's income, credit history, credit score, employment history, or criminal history.

Mandates the team meet at least twice annually and submit an annual report to the legislative council before November 1 detailing activities and recommending legislation to support small business growth.
