Amends permit requirements for artisan distillers who hold a federal manufacturing license and no other state liquor permits as of January 1, 2014.

Eliminates the three-year employee bartending permit requirement for persons selling liquor on artisan distillery premises, requiring only an employee permit and alcohol server training.

Requires the artisan distiller permit holder and management representatives to complete alcohol server or trainer program training within one year before application.

Establishes a three-year probationary period or until a twelve-month violation-free period is achieved, after which ongoing training requirements match those for standard artisan distiller permits.

Effective July 1, 2014.
