Amends Indiana Code IC 12-17.2-3.5-8 to establish training requirements for child care providers receiving federal Child Care and Development Fund voucher payments.

Requires at least one adult present at all times maintaining annual cardiopulmonary resuscitation certification applicable to all age groups of children in care.

Mandates all caregivers maintain current first aid certification; caregivers under 18 years old must be at least 14 years old and directly supervised by an adult 18 or older.

Requires child abuse detection and prevention training, formal facility orientation, and annual 12 hours of continuing education in child development (unless provider is a parent, stepparent, guardian, custodian, or relative of all children).

Mandates training on early learning guidelines within three months for caregivers working with pre-first grade children, with providers maintaining documentation available to the division.
