Creates a new commercial identification card issued by the Bureau of Motor Vehicles that does not bear a photograph and is limited to commercial transactions only.

Allows permittees in alcohol furnishing prosecutions to use a written age statement from a purchaser plus two forms of identification (one being the commercial identification card) as a defense if the purchaser falsely represented their age.

Sets the fee for issuance, renewal, amendment, or replacement of a commercial identification card at $6.

Permits individuals to hold both a driver's license and a commercial identification card simultaneously, but prohibits holding both a standard identification card and commercial identification card at the same time.

Expires 6 years from date of issue and requires in-person renewal applications; card cannot be used for federal identification purposes or to identify motor vehicle operators.
