Senate Bill 45 Summary

• Requires persons applying after December 31, 2014, for an Indiana handgun carry license to first complete an eight-hour handgun safety and training program certified by a national or state firearms training organization.

• The training program must include at least five hours of classroom instruction covering safe storage and handling, ammunition knowledge, firing positions, firearms law and civil liability, avoiding criminal attack, and Indiana concealed carry laws.

• The program must include at least three hours of firing range instruction and require applicants to fire at least 45 rounds of ammunition.

• Applicants must submit a certificate of completion from an approved instructor as part of the license application.

• Instructors who falsely grant completion certificates commit a Level 6 felony; violation of program requirements is a Class B misdemeanor.
