Establishes requirements for child care providers to receive federal Child Care and Development Fund voucher payments, effective July 1, 2014.

Requires providers to maintain working smoke detectors, hot and cold running water, and comply with food, health, safety, and sanitation standards including bathroom/handwashing facilities, safe grounds, capacity limits, nutrition, daily activities, and vehicle safety.

Mandates continuous child supervision, safe sleeping practices for infants under 12 months, and child-to-caregiver ratios matching those required for child care homes (up to 16 children) or child care centers (more than 16 children).

Requires at least one adult with current CPR certification at all times, first aid certification for all caregivers, child abuse detection training within three months of employment, and 12 hours of annual continuing education (except for parent/relative providers).

Establishes grounds for provider decertification including failure to comply with regulations, refusing inspections, or three or more violations within 12 months, and allows revocation of voucher eligibility for at least two years for fraud, false statements, or substantiated welfare fraud.
