Redefines "bicycle" in Indiana Code to mean a vehicle propelled solely by human powered foot crank or hand crank, operated by one or more individuals, and having two or more wheels, excluding child's ride-on toys and skateboards.

Requires drivers overtaking a bicycle to maintain at least three feet of clearance on the left side between the vehicle and bicycle, and prohibits returning to the right side of the roadway until safely clear of the bicycle.

Permits passing a bicycle in a no passing zone when safe to do so, provided the overtaking vehicle complies with the three-foot clearance and safe passing requirements.

Violation of the bicycle overtaking and clearance requirements constitutes a Class C infraction.
