• State department of health must adopt rules establishing a license and regulations for facilities providing specialized treatment and services for traumatic brain injuries by September 1, 2014.

• State department of health must provide recommendations to the legislative council and health finance commission concerning changes to food handling laws by September 1, 2014, with recommendations to the legislative council submitted in electronic format.

• Effective upon passage with emergency declaration.

• Section 1 expires December 31, 2014.
