Requires a binding public question on the 2014 general election ballot in counties where part but not all territory is served by a library district, asking voters in unserved areas whether to extend library services countywide according to a committee-developed plan.

Establishes a public library services planning committee in each affected county with members appointed by library boards, township trustees, school superintendents, municipal executives, and county commissioners/council presidents.

Committee must develop a library services plan specifying which library district extends into each unserved area, supported by financial data (assessed valuation, population, tax rates) and maps of proposed districts.

If approved by voters, library expansion takes effect January 1 of the second year following the election; if defeated, no new referendum on library expansion may be placed on the ballot for at least two more general elections.

Department of Local Government Finance shall adjust maximum permissible ad valorem tax levies, tax rates, and budgets of political subdivisions to account for plan implementation.
