SB 85 Summary

• Amends Indiana Code to allow school corporations and charter schools to receive matching grants for employing school resource officers, providing officer training, conducting threat assessments, and purchasing school access restriction or first responder notification equipment.

• Sets matching grant limits at $50,000 per year for schools with average daily membership (ADM) of at least 1,000 students, $35,000 per year for schools with ADM under 1,000 students, and $50,000 per year for school coalitions applying jointly, with a two-year grant period beginning May 1, 2013.

• Restricts schools to receiving only one matching grant per year and requires schools to be located in counties with established county school safety commissions to be eligible.

• Defines school resource officers as law enforcement personnel who must complete minimum training requirements and at least 40 hours of certified school resource officer training through specified organizations or the Indiana Law Enforcement Training Board.

• Requires school resource officer training to include instruction on skills, tactics, and strategies specific to school campuses and school building security needs.
