SB 89 Summary

• State educational institutions must adopt policies to award educational credit to veterans and active-duty service members for completed military courses, college equivalency exams (CLEP, DANTES, Excelsior), and accredited postsecondary coursework that meet the institution's role, scope, and mission.

• Awarded military credit applies to undergraduate degree requirements if comparable and applicable, with caps of 75% for institutions requiring in-person attendance or 70% for fully online degree programs.

• After August 31, 2014, state educational institutions must include on student transcripts the average grade awarded to all students in each course section, calculated using initially reported grades.

• Average grade requirement does not apply to pass-fail courses, independent study credit, or courses with 10 or fewer students enrolled.

• Effective July 1, 2014; Commission for Higher Education shall adopt rules to administer transcript requirements.
